A lot of us wish we could play a musical instrument, but when we start looking into where to go and what to do, we'll get turned off by the high prices of everything and the time required for lessons to play the instrument with proficiency. Well, maybe we're not looking for proficiency, we just want to play the instrument. Guitar, violin, clarinet, piano, whatever, you really don't need lessons because you're not going to be giving concerts. Probably. Just find the cheapest instrument of the desired type that you can and start there.
You can find budget starter versions of most kinds of instruments, with the possible exception of brass or woodwinds. Most people start with piano or guitar because these are the easiest to find in budget options: steel-strung hollow-body guitars and electronic keyboards are fairly inexpensive and commonly found in secondhand stores and pawn shops. However, if you're going the pawn route, you can usually find other kinds of instruments for reasonable prices, too.
Another concern a lot of people have is noise output. You're going to be making a lot more noise than music in the early stages of learning your instrument, so you might also think about what's the quietest instrument you can play. Electronic pianos have headphone ports, meaning that absolutely no one else will be able to hear anything from you except the plastic sounds of keys being pressed. Guitars are the next-quietest instrument, since you control the volume by how hard you pick the strings. Bowed string instruments (ie. violins, violas, cellos, and upright basses) can be quieted down substantially through the use of metal mutes that lie over the instrument's bridge. However, when it comes to anything that you have to breathe into, your breath is equally responsible for pitch as for volume. The best example I can give in this case is Squidward Tentacles, playing his clarinet— he's so squeaky because he hasn't mastered breath control.
